I found this Microsoft KB article regarding Vista DHCP clients and non-microsoft DHCP servers. I haven't seen or come across this problem but when I do I've got something I CAN do.

KB: 928233 - Windows Vista cannot obtain an IP address from certain routers or from certain non-Microsoft DHCP servers
